On or about March 27, 2026, the City of Norwich will submit a request to the Office of Housing and Urban Development (HUD) field office at One Corporate Center, 20 Church Street, 10th Floor, Hartford, CT, for the release of Community Development Block Grant funds for the FY25 Norwich Entitlement grant, under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as NHA JFK II FY25 Boiler Replacement Project for the purpose of replacing 20 boilers at the Norwich Housing Authority JFK II apartment complex on Sullivan and Kennedy Drive in Norwich CT, funded with $203,476 in FY2025 CDBG funding.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58, subject to Section 58.5 from National Environmental Policy Act (NEPA) requirements or alternative.

ENVIRONMENTAL CERTIFICATION


The City of Norwich certifies to the Office of Housing and Urban Development (HUD) in Hartford, CT that John Salomone, Certifying Officer, in his capacity as City Managerconsents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Norwich to use Program funds.


OBJECTIONS TO RELEASE OF FUNDS


 HUD will accept objections to its release of funds and the City of Norwich certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Norwich (b) the City of Norwich has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Community Development Block Grant (2026-2027)

 

The City of Norwich Office of Community Development is accepting Community Development Block Grant (CDBG) applications for Program Year 52 (9/1/26 –8/31/27). Preliminary estimates of funding have not yet been provided by the U.S. Department of Housing and Urban Development; the anticipated amount will be approximately $838,000. Funding is available for activities that are consistent with the National Objectives of CDBG and assist in achieving the overall goals set forth in the 5-Year Consolidated Plan (program guidelines) as categorized below: 

  • Provide Decent Affordable Housing
  • Create A Suitable Living Environment
  • Expand Economic Opportunities for Low-to-Moderate Income Residents

 

Applications will be accepted beginning March 11, 2026 and are due no later than 1:00 p.m. Friday, April 10, 2026 at the Community Development Office, 23 Union St., 2 Floor, Norwich, CT.

The “Public Service” version should be used for programs benefiting low to moderate-income clientele. 

 

The “Non-Public Service” version should be used for public facilities improvements, economic development, rehabilitation and preservation activities whose service population is low to moderate-income clientele. 

 

Applicants must submit one (1) original, five (5) copies and one (1) electronic version of the application.

On or about March 10, 2026, the City of Norwich will submit a request to the Department of Housing and Urban Development (HUD) field office in Hartford, CT for the release of Community Development Block Grant funds for 2025-26 under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following projects:

Tier 1 Broad Review Project:  Property Rehabilitation

Purpose: The majority of Norwich housing stock is well over 50 years old.   The Program offers zero percent interest loans for HUD defined income eligible property owners.  These funds are used to remediate unsafe housing conditions, expand energy efficiency in older homes, and to correct residential deficiencies identified by local Building and/or Fire Marshal officials.   Program staff work in conjunction with the UNCAS Health District when lead-based paint or environmental hazards are identified within housing structures.  Property Rehab funds are often combined with Lead Hazard Control funds to maximize benefit to the property residents.

Location: CITY-WIDE program

Project/Program Description:  Each application for the program is reviewed and determined eligible or ineligible.   If eligible there is an inspection by Program Manager, Building Official/Fire Marshal.  Depending on age of structure and initial inspection an initial lead paint inspection may be conducted.  The project will draw up specifications and estimates, bid the project, and sign contracts.  The Program Manager will conduct inspections on site.  Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.

Level of Environmental Review Citation: For a Rehabilitation Program of home-owner occupied single family homes, state: 24 CFR Part 58.35(a)(3)(i); Multi-family 58.35 (a) (ii) and 58.35 (a)(4)(i) for 4 or more units on one site

Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review:  Flood Insurance, Contamination and Toxic Substances, Explosive and Flammable Hazards, Floodplain Management, Historic Preservation.

Mitigation Measures/Conditions/Permits (if any):   1. FLOOD: FEMA.GOV will be accessed utilizing the City of Norwich MAPGEO for each project parcel. If the parcel is located in a Special Flood Hazard Area, the project will be approved with the condition "Flood Insurance under the National Flood Insurance Program must be obtained and maintained for the economic life of the activity to cover the total activity cost. A copy of the flood insurance policy declaration must be kept in the project file and uploaded into HEROS.”  2. Contamination and Toxic Substances: A site visit will be conducted to document if there are visible dumps, landfills, industrial sites or other locations containing or releasing toxic/hazardous/radioactive materials, chemicals or hazardous wastes near the subject site; on-site conditions will be documented via written summary and photographs of environs. The EPA NEPASSIST GIS DATABASE and Norwich GIS will be accessed for facility records one-mile surrounding the project parcel. For any regulated facility in the one-mile radius area currently in regulatory non-compliant status per NEPAssist a report will be completed to determine the nature of facility non-compliance. If pathways of contamination exist from the non-compliant facility, the site specific project will be denied HUD assistance. Approved site specific projects will be approved with the condition identified lead-based paint hazards, soil and /or dust indicated on the property's Lead Inspection and Risk Assessment (LIRA) report will be mitigated through interim controls, hazard abatement or a combination thereof and verified by a post mitigation Lead Clearance Report. 3. Explosive and Flammable Hazards: Each property will be reviewed for explosive and flammable hazards by site visit and consultation with Fire Marshal/MapGEO; Floodplain Management: Executive Order 11988 Floodplain Management requires federal activities to avoid direct and indirect support of floodplain development to the extent practicable. The Federal Emergency Management Agency (FEMA) designates floodplains as geographic zones subject to varying levels of flood risk. Each zone reflects the severity or type of potential flooding in the area. The FEMA map service center provides this information in the form of FEMA Flood Insurance Rate Maps (FIRM's) or Flood Hazard Boundary maps. HUD's regulations in 24 CFR Part 55 outline HUD's procedures for complying with EO 11988. Part 55 applies to all HUD actions that could be harmed or cause harm if located in a floodplain, including but not limited to proposed acquisition, construction, demolition, improvement, disposition and financing actions under any HUD program. The purpose of Part 55 is not in most cases to prohibit actions in a floodplain but to provide the method for HUD projects to comply with EO 11988 and avoid unnecessary impacts. If a property falls within a 100-year floodplain (A) zone and meets section 55.12(a) or (b) a five-step process must be undertaken.  Historic Preservation: Site specific reviews must consider whether the action will affect historic resources. For each proposed site (over 50 years old) the environmental review preparer will consult with the State Historic Commission (SHPO) for determination. Project activities initially determined by SHPO to have Adverse Effect on historic structures will undergo scope of work modifications to achieve a No Adverse Effect outcome, prior to project approval. Projects that will have Adverse Effect outcomes will be denied HUD funding.

Estimated Project Cost: $250,000

The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 58.35(a)(1), 58.35 (a)(3) and 58.35 (a)(4). The City of Norwich, through the Office of Community Development, has prepared its DRAFT Five Year Consolidated Plan for the program years September 1, 2025 - August 31, 2029, and its DRAFT Annual Action Plan for program year September 1, 2025 - August 31, 2026. The DRAFT Plans outline the strategy and planned expenditures of the Community Development Block Grant (CDBG) formula grant program received by the Department of Housing and Urban Development (HUD).

The following plans will be available: Consolidated Plan, 2025-2029; Annual Action Plan, 2025-2026; Citizen Participation Plan, for a 30-day public review period beginning July 16, 2025, through August 15, 2029. Copies of the DRAFT Plan will be available at the following locations:

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the City of Norwich Office of Community Development will conduct a public hearing on Wednesday, July 16, 2025 at 5:30 pm, in the Lower-level   Conference Room, 23 Union Street, Norwich, CT to discuss the Fiscal Year 2025-2029 Community Development Block Grant program DRAFT Consolidated Five Year Plan, inclusive of the PY51 Annual Action Plan, and to solicit citizen input.

The purpose of the public hearing is to obtain citizens’ views on the City’s community development needs. The DRAFT Plan outlines the strategy and planned expenditures of the Community Development Block Grant (CDBG) formula grant program funded by the Department of Housing and Urban Development (HUD).

Major activity categories include one or more of the following: Acquisition, Housing Rehabilitation, Public Housing Modernization, Community Facilities, Public Services, and Economic Development. Projects funded with CDBG allocations must carry out at least one of three National Objectives:  benefit to low- and moderate-income persons, elimination of slums and blight, or meeting urgent community development needs.

The Consolidated Five-Year Plan will be available for a 30-day public review period beginning July 15, 2025 through August 15, 2025. Copies will be available online at https://www.norwichct.gov/216/Community-Development and interested parties may obtain copies by calling 860-823-3770.

The City of Norwich is an Entitlement community receiving U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds and is required to provide public notice regarding a substantial amendment to an approved Action Plan. In addition, the Community Development Advisory Committee, a citizen advisory group that makes recommendations to the Office of Community Development and the City Council has voted to fund the additional projects for program year 2024. The City of Norwich Office of Community Development will begin accepting Community Development Block Grant (CDBG) applications for a Reprogramming of Prior Years’ Funding on Thursday, January 9, 2025.  The amount will be approximately $700,000.  Funding is available for Public Facilities and Public Improvements activities that align with the National Objectives of CDBG and assist in achieving the overall goals outlined in the 5-Year Consolidated Plan (program guidelines) as categorized below: 

“Provide Decent Affordable Housing”

  • Programs that increase homeownership opportunities as well as promote code improvement and energy-efficient housing;

“Create a Suitable Living Environment”

  • Projects designed to improve quality of life issues through improvements to infrastructure;
  • Activities that foster a sense of community and provide benefit to low- and moderate-income residents on a city-wide scale;

Public Services activities will not be considered during this funding round as the City is at its cap.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

The City of Norwich will submit its Community Development Block Grant (CDBG) FY 2021-22 Consolidated Annual Performance and Evaluation Report (CAPER) to the Department of Housing and Urban Development on November 29, 2022.  The CAPER provides financial and operational information on Community Development Block Grant (CDBG) activities and reviews a broad range of other housing, community and economic development activities for the period of September 1, 2021 through August 31, 2022.  The purpose of this notice is to make the CAPER report available for public comment.

 The CAPER is available for public review at the Community Development Office, and the City Clerk’s Office beginning November 4, 2022 through November 20, 2022, and citizens are invited and encouraged to provide comments.  The CAPER will also be available on the City’s website www.norwichct.org.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

 

The City of Norwich will submit its Community Development Block Grant (CDBG) PY46 2020-21 Consolidated Annual Performance and Evaluation Report (CAPER) to the Department of Housing and Urban Development on November 29, 2021.  The CAPER provides financial and operational information on Community Development Block Grant (CDBG) and CV activities and reviews a broad range of other housing, community and economic development activities for the period of September 1, 2020 through August 31, 2021.  The purpose of this notice is to make the CAPER report available for public comment.

 

The CAPER is available for public review at the Community Development Office, Otis Public Library and the City Clerk’s Office beginning October 25, 2021 through November 15, 2021, and citizens are invited and encouraged to provide comments.  The CAPER will also be available on the City’s website www.norwichct.org

 

Written comments regarding these CDBG/CV activities and the CAPER will be accepted through 3:00 pm on November 15, 2021, by e-mail at kcrees@cityofnorwich.org or at the City of Norwich Community Development Office 23 Union St. Norwich CT 06360

The Department of Community Development contributes to Norwich development by investing in infrastructure and revitalization projects. The department simultaneously assists individual residents by administering programs that foster financial stability.  The department seeks to make investments based on the Five-Year Consolidated Plan as categorized below:

Provide Decent Affordable Housing

  • Programs that increase homeownership opportunities as well as promote code improvement and energy efficient housing

Create a Suitable Living Environment

  • Activities addressing quality of life issues that encourage collaboration and foster a sense of community on a city-wide scale

Expand Economic Opportunities for Low-to-Moderate Income Residents

  • Proposals that provide a measurable increase in job creation through business retention/expansion/creation
  • Proposals that will create an improved skill set and result in direct employment or business creation
